President Li Xiaolin Meets Delegation of Thai-Chinese Culture and Economic Association
On Nov. 4th, President Li Xiaolin met with Dr.Bhokin Bhalakula, new president of Thai-Chinese Culture and Economic Association, and his delegation.
Mme. Li Xiaolin happily recalled her visit to Thailand at the invitation of H.R.H. Princess Maha Chakri Sirindhorn in March this year. She said, China and Thailand enjoy good official relations and close people-to-people exchanges like a family. Chinese President Xi Jinping has emphasized several times that "relations between two countries depend on friendship between peoples and peoples’ friendship is based on heart-to-heart links”, which reflects the importance of people-to-people diplomacy. She expressed hope that the two associations could strengthen exchanges and enhance friendship between Chinese and Thai peoples.
Mme. Li Xiaolin briefly introduced the preparation for next year’s celebration marking the 60th anniversary of the establishment of CPAFFC as well as CPAFFC’s work on local government exchanges.
Dr.Bhokin Bhalakula said, the relations between Thailand and China are in the process of all-round development. The Thai-Chinese Culture and Economic Association is pleased to promote economic, cultural, educational, military and sister city exchanges, and hopes to maintain close communication and pragmatic cooperation with CPAFFC.

President Li Xiaolin Meets Governor of Chihuahua
On November 4th, 2013, CPAFFC President Li Xiaolin met with Mr. Cesar Duarte Jaquez, the governor of Chihuahua State of Mexico. The both sides exchanged ideas on CPAFFC’s work,China-Mexico relation and contacts of the Chinese and Mexican local governments.
President Li Xiaolin said, since China and Mexico established diplomatic relations in 1972, the high-level visits between the two countries had been frequent, while the friendly exchanges and cooperation in various fields were continuously increasing. The Chinese and Mexican culture and history had much in common, which enabled China-Mexico friendship promising. The CPAFFC with the aim of serving the national diplomacy, would like to strengthen cultural and local cooperation with Mexico, push forward the mutual trust of the two peoples, so as to benefit the two peoples with the friendly relation of the two countries. President Li Xiaolin also invited Governor Jaquez to attend the Fourth China International Friendship Cities conference which will be held in Guangzhou, China in October next year.
Governor Jaquez express that, as the largest state of Mexico, Chihuahua would like to establish relation with the CPAFFC and promote the exchanges in various fields between China and Mexico, as well as expect to strengthen the contact and cooperation with the Chinese local governments.

President Li Xiaolin Meets RBA Friendly Baseball Delegation
RBA friendly baseball delegation of DAISAN KIKAKU, Inc. of Japan with 18 people visited Beijing from October 20 to 24. President Li Xiaolin met with the delegation. She thanked Nobuhiro Kume for visiting Beijing at the difficult time of the relations between China and Japan, and she hoped to hold various activities for exchanges and continually broaden the people-to-people friendly contacts of the two countries.
RBA baseball team members presented the team uniforms, sporting gears and baseball direction to the Primary School Affiliated to Peking University and the Primary School Affiliated to Tsinghua University respectively. On 23rd afternoon, a friendly match was played by the two primary schools. The Primary School Affiliated to Peking University as the winner of the match will represent China to visit Japan next year.
President Li Xiaolin Meets Kazakhstan Ambassador to China
President Li Xiaolin met with H.E. Mr. Unrlan Yermekbayev, the Kazakhstan ambassador to China on 23th October,2013.
President Li introduced the main work of CPAFFC. She said that the CPAFFC attached great importance to the cooperation with the Embassy of Kazakhstan in China, and would like to promote the exchanges and cooperation in fields of humanities, youth, friendship cities between the two countries.
Ambassador Yermekbayev expressed that the relationship between China and Kazakhstan now is at the best term in history. The Embassy paid high attention to develop the cooperation with CPAFFC. It was appreciated that CPAFFC supported and assisted the initial release ceremony of the Chinese version of Leader. He would like to help CPAFFC to develop friendly contact and regional cooperation with Kazakhstan.

President Li Xiaolin Attends Fourth Mid-Session of High-Level China-France Forum on Local Government Cooperation in Chengdu
The fourth mid-session of High-Level China-France on Local Government Cooperation with the theme of Innovative Development of Cities was jointly held by CPAFFC, Sichuan Provincial People’s Government, National Commission for Decentralized Cooperation of French Ministry of Foreign Affairs and French League of Cities in Chengdu, China on 21th October, 2013.
President Li Xiaolin attended the opening ceremony and delivered a speech. She said that with the rapidly development of urbanization, the whole world had faced with all kinds of problems in different degrees, such as urban population expansion, excessive consumption of resources, environmental pollution and traffic jam. In order to resolve the problems, the local governments between China and France should make joint efforts to develop new measures and methods of realizing sustainable development of cities, so as to promote the development quality of the cities.
President Li also expressed that the local cooperation was an important part of the new comprehensive strategic partnership between the two countries. Up to now, 81 pairs of friendship cities and regions have been established, so as to lay a solid foundation of the relationship between the two countries. Next year was the 50th anniversary of the establishment of the diplomatic relations between China and France, CPAFFC would take this opportunity to promote the cooperation of the two countries to reach a new height.
Wei Hong, Governor of Sichuan Province, Jacques Valade, Ambassador at-large of Asian affairs of France, Jean Paul Bachy, Vice-president of the Association of Regions of France attended the opening ceremony and delivered speeches respectively. More than 150 representatives from 36 governments of provinces, districts and cities, organizations and enterprises were present at the mid-session. The representatives made in-depth discussion and communication on the three topics of economic development and industrial competition, university research innovation and cooperation, sustainable development of tourism.
During the session, the both sides made a decision that the Fourth High-Level China-France Forum on Local Government Cooperation will be held in Strasbourg of Alsace regional, France in November,2014.
President Li Xiaolin Meets Friendly Youth Delegation from Russia
President Li met with the friendly youth delegation dispatched by the Federal Agency for the Commonwealth of Independent States, Compatriots Living Abroad and International Humanitarian Cooperation (Rossotrudnichestvo) on October 18, 2013. She briefed the delegation with interest on the history of revolution and recent years’great changes of Hongan County. Before the meeting, the delegation visited the memorial garden of residence of Li Xiannian, former President of People’s Republic of China.
In order to implement the consensus of strengthening the friendly exchanges of the Chinese and Russian youth, which was reached by the heads of the two countries, as well to coordinate with the Year of Friendship for Youth which will be held mutually in China and Russia in 2014 and 2015, President Li invited 14 young people from various circles of Russia to visit China.

President Li Xiaolin Visits Morocco
At the invitation of UCLG and the Association of Morocco-China Friendship and Exchanges, Madame Li Xiaolin, President of CPAFFC paid a visit to Morocco from September 28 to October 3, 2013 and attended the 4th Congress of UCLG.
During the visit, Madame Li Xiaolin met with Mr. Mohamed Sajid, Mayor of Casablanca and Mr. Fathallah Oualalou, Mayor of Rabat. Madame Li Xiaolin also held meeting with Mr.Lahbib Choubani, Minister of Relations with the Parliament and Civil Society and Mr. Mohand Laenser, Minister of Interior.
The delegation held working meeting with the Association of Morocco-China Friendship and Exchanges. The two sides held discussion on the further promotion of Morocco-China friendship and the cooperation of local government and youth exchanges. Lahcen Daoudi, Minister of Higher Education and Scientific Research and Bassima Hakkaoui, Minister of Solidarity, Women, Family and Social Development attended the welcome banquet lunch for the delegation.
The delegation also visited the University Hassan II in Casablanca.
President Li Xiaolin Visits French Polynesia
At the invitation of Gaston FLOSSE, President of the autonomous government of French Polynesia, Li Xiaolin, President of CPAFFC paid a visit to French Polynesia from October 7th to 11th. The visit aimed at strengthening friendly relations with the new government of French Polynesia, the assembly and all circles of French Polynesia. In addition, the visit was also for extending the cooperation contract with French Polynesia and thus promoting the practical cooperation between China and French Polynesia. The visit achieved a great success.

During her stay in French Polynesia, President Li met with M. Lionel BEFFRE, Haut-commissaire de la Polynésie francaise, FLOSSE, President of autonomous government of French Polynesia, M. In addition, she spoke highly of their efforts in supporting the work of Chinese Consulate to French Polynesia. Especially, President Li thanked the Haut commissariat and the the Papeete Maritime Rescue Center for their assistance in rescuing the Chinese fishing vessel. M. Lionel BEFFRE, Haut-commissaire de la Polynésie fran?aise, received President Li warmly, hoping that the exchanges and cooperation between France and China could further on steadily.

On behalf of M. Edouard FRITCH, President of the Assembly, M. Jean Christophe BOUISSOU, the Vice President of the Assembly, received President Li warmly accompanied by members of the assembly from different Parties. He pointed out that strengthening the Sino-French Polynesia was the common wish of all members of the assembly. Afterwards, the small art troupe song and danced to show their hospitality. Moreover, the craftsman from five major archipelagos presented traditional handicrafts to President Li,which also demonstrated the exquisite workmanship of the local products.
Right after the welcoming ceremony of the Assembly, President Li went to the President’s Office to attend the official welcoming ceremony and addressed the ceremony. President Li pointed out that, she hoped that we could lift the Sino-French Polynesian relation to a new level through the visit. The delegation, all ministers of the French Polynesian government, members of the assembly and representatives from the local Chinese association attended the welcoming ceremony.

President Li Xiaolin Attends UCLG 4th World Congress
Madam Li Xiaolin, President of the Chinese People’s Association for Friendship with Foreign Countries (CPAFFC) led the CPAFFC delegation to attend the 4th UCLG World Congress held in Rabat, Morocco on October 2nd, 2013 and delivered a speech in the Introductory Plenary section.
More than 3000 representatives of UCLG members, local governments, international organizations and corporations from over 100 countries and regions attended the Congress.
President Li Xiaolin Visits San Marino
At the invitation of San Marino-China Friendship Association, a CPAFFC delegation led by President Li Xiaolin visited San Marino from September 26 to 28.
During the visit, President Li met with Captain Regent of San Marino, the San Marino Ambassador to China and the Minister of tourism. Both sides spoke highly of the significant exchanges and cooperation in different fields between the two countries since China and San Marino established diplomatic relations 42 years ago. They hoped that the friendship between the two countries and the peoples would be strengthened and developed continually. Discussing with Mr. Gianfranco Terenzi, the president of San Marino-China Friendship Association and the former Captain Regent of San Marino, President Li expressed that the CPAFFC would like to work hard with San Marino-China Friendship Association to promote the friendly cooperation relations in various fields between the two countries closer and more pragmatic. She also attended the celebrating activities of the 25th Anniversary of the establishment of San Marino-China Friendship Association.
